But now be strong, Zerubbabel,’ declares the Lord. ‘Be strong, Joshua son of Jozadak, the high priest. Be strong, all you people of the land,’ declares the Lord, ‘and work. For I am with you,’ declares the Lord Almighty.

The Context — The History
Haggai prophesied in 520 BC after exiles returned from Babylon but stalled rebuilding the temple. Economic hardship and misplaced priorities had left God's house in ruins while people focused on their own homes.
The Narrative — The Lead-Up
Haggai confronted the people: 'Is it a time for you yourselves to be living in your paneled houses while this house remains a ruin?' God then called Zerubbabel, Joshua, and all the people to be strong and work, for He was with them.
