The Context — The History
Jeremiah prophesied as Judah collapsed toward Babylonian exile. False leaders had scattered the flock through neglect and self-interest. God promised future shepherds after his own heart who would guide Israel with knowledge and understanding, pointing to renewed leadership under covenant faithfulness.
