The Context — The History
Isaiah 66 closes the book with tension between temple ritual and humble worship. Post-exilic Judah focused on rebuilding the temple, yet God reminded them that cosmos itself is his dwelling; he looks to the contrite spirit, not merely to impressive structures.

After promises of new heavens and earth, the Lord declares heaven his throne and earth his footstool, questioning what house humans could build and where he would rest. True worship aligns with trembling at his word rather than boasting in construction alone.
